TB60.4.0 hangs on launch after installing with "Thunderbird not responding", and shows it is running in task manager

I was using version 38. and upgraded to 45.0 program would open but hangs with message "Thunderbird not responding" I uninstalled that version downloaded an installed the current version 60.4.0. When I launch nothing shows up task manager shows the process open and running. OS is Windows 7

Still in Windows safe mode, start Thunderbird in safe mode. - https://support.mozilla.org/kb/safe-mode

Ok so I can start Thunderbird in safe mode with Windows in Safe mode or regular mode but if I close out and try and restart normally it won't open, so it seems one of the add-ons is preventing it from opening

When Thunderbird works in Windows safe mode it's more likely your anti-virus software is the culprit.

Here are some generic suggestions to avoid problems with anti-virus software.

Create an exception in your anti-virus software for the Thunderbird profile folder, so that the anti-virus real-time scanner will not scan it. http://kb.mozillazine.org/Profile_folder_-_Thunderbird

Don't let your anti-virus software scan incoming and outgoing messages.

Don't let your anti-virus software scan attachments.

Don't let your anti-virus software intercept your secure connection to the server.

Remove any add-ons your anti-virus software may have installed in Thunderbird.
