That would be a mouse driver issues or dirty mouse not responding. The Browser doesn't control the mouse that is done by the mouse driver.
I know this is not a mouse driver issue because the mouse moves normally on Chrome.
I want to add one more detail: the lagging appears to be more severe on the top of the page, in the tab area.
I don't think it is a known issue. You can file a bug on Bugzilla. It can be addon-related. What addons do you have?
The problem still persists when all add-ons are disable. I am afraid it may have something to do with userChrome.css because that is the only thing left to be disable as oppose to running the browser in safe mode.

Delayed cursor movements. Memory-related.
Click on the Windows icon 'Start' (bottom-left) and in the right column, bottom, click on Run. Enter in:
<center>DxDiag /64bit</center><center> (Skip the /64bit part if it's Windows 32-Bit.)</center>
...Wait until the green bar loads and disappears, then click "Save All Information".

Make sure your computer is not too 'LOW' on disk-remaining space. This will be a major performance problem if your remaining disk space is TOO LOW!
Example: At the moment, I have 37% space free. If you're 25% or less, then you're probably running into performance/Memory issues.
Windows-7 and Programs like to have plenty of free-disk 'breathing' room. I just cleared over 75 Gigs worth to get me to about 37% of free disk space. Much of it was old TV recordings (I have Windows Media Center with a Twin TV Tuner Card).
Perhaps you may wish to setup a ReadyBoost Flash Drive.
If you have a lot of Windows and Tabs and your FireFox Browser is set to Restore Session, the following will help with conserving some Memory:
Go to Options. Edit or Insert in the URL Box About:Config and go there. Change the following from true to:
<center> browser.tabs.loadInBackground false</center>
This will preload only the last Tab you were parked on per browser window. The other Tabs from your Previous Session will load only when you click on them.

Is FF and Windows working from Drive C:? Drive E: is quite low, so there's nothing to do with FF off that Drive?
Do Drives G: and F: have any accessing with the OS and/or FF? ~Pj
FF is on drive C: only.
It does not seem he problem is caused by memory issue because Chrome does not have this problem at the same time FF does. I suspect it has something to do with the Userchrome.css for some reason because the problem disappears when I use safe mode but still be there when I disable all add-ons.

Well, FF could be more Memory-intensive than the other browsers.
Anyway, when Disabling the Extensions, Quitting FF, Resume the FF Session, is the problem still there?

Yes, it is still there. The only way to get rid of it is to start in safe mode.
