Save as complete page fails - NOT RESOLVED - No problem with IE. (SEE PIC)

Some sites fail to save completely - I get only a directory with partial contents and no index file (*.html). The same sites save as complete pages with IE without error. THERE IS NO ERROR MESSAGE. I'm using an up to date WIN10 machine. IE saves the same site correctly - and that's the only work-around that works.

This same error has been addressed multiple times, (see link,) but was poorly handled and never resolved. I don't get it. How in the hell can a bug this huge not have been resolved??
