It has to do with the DPI setting used for the display. If you use the normal DPI which is 100% there will be no mismatch. If you change the display DPI to 125% (medium), Firefox uses a different image for the bookmark, but not for the tab. This is inconsistent and needs to be reported as a bug. The favicon should persist for both tab and bookmark independent of what your dpi setting is.

For icons, I don't see where higher resolution really improves what's displayed. We are talking about icons here, not hi-res images. Favicon has it's purpose and I don't see why there needs to be a new formula for deciding how icons get chosen This just complicates things and as you said, leads to confusion.
I also noticed you can no longer show the favicon in the url-bar which to me is a step backwards. Somebody must not like favicons and decided to "improve" (LOL) the situation. IMO it's most likely change for the sake of change without thinking it through.

</p><p>For tabs, we end up using the default favicon one, as there's nothing better specified. For the library window, there's an apple-touch-icon specified that we'll use, since the resolution is likely to be better than the favicon - to avoid blocky graphics.
</p><p>Really, the web site should provide a better list of alternatives for different scales which are also consistent so as not to confuse users.
</p><p>We are going to file an enhancement that we should try and pick an image closer to the resolution we want, which would alleviate this case.
</p><p>I've also submitted some feedback to my digital life requesting that they improve their favicon support.
