command + R is not refreshing the page

I am using a MAC version 10.13.6 Firefox developer edition version 63.0b4 When I try to refresh from the keyboard by pressing command + R nothing happens but if I use command + shift + R it works. I don't always want to a hard refresh. Can any one help me?
