The scrollbar is not visible in the PDF viewer. It is when I click on the right side of the window, but it's always a blind attempt since I cannot see where it is and therefore I loose the page I was reading. I have just updated to 62.0 but the issue is still there. I use Ubuntu 18.04.1.

I am afraid there's even no such an option in Ubuntu. It only happens in the Firefox PDF viewer, with the websites the scrollbar is always shown.

your problem can be caused by toolbars so use AdwCleaner & spybot - search & destroy.

I started Firefox in safe mode (that is, without toolbars and addons) and the problem persists. I also use the Default Firefox theme.

Both programmes you pointed are not available for Ubuntu, I am afraid, so I couldn't check.

try to uninstall firefox completely & then install it.

Try the Firefox version from the official Mozilla server if you currently use a version from the repositories of your Linux distribution.
