Are you talking about the application menu in Firefox itself, with things like "File", "Edit", "View", etc.?

If so, try the "Alt" key (press and immediately release it).

Maybe the instructions are old? Firefox 4-28 on Windows had a rectangular orange button at the upper left labeled Firefox. In Firefox 29 and higher, the menu button is on the right end of the main toolbar and has an icon of 3 horizontal bars.
