I have Windows 10. The picture explains what I mean about the window not opening correctly. I tried starting in safe mode, but I'm not able to select anything in that initial pop up box except the x to close the box (instead of being able to click "continue in safe mode"). HELP!

try clicking and dragging the right and bottom borders. Or you might investigate what menu opens when you click the V in the right corner. I have no idea what that symbol is, so I assume it is something windows puts there when there is not enough room for the normal minimize maximize and close buttons.
