Sync is only importing my bookmarks and history from when I created my Sync account

I created a Sync account for the first time yesterday so that I could migrate my bookmarks, history, preferences, etc. from the Firefox on my old computer to the Firefox on my new computer.

However it looks like only the changes that I've made from the time that I set up the account are syncing. None of my older bookmarks or settings or history from before I created the Sync account are moving over.

Is this what it's supposed to be doing?
