I have to turn on save password everytime I start the browser.

I have to select option to save my passwords every time I start the browser. This start after I installed the newest browser version.

This is possibly a problem with the RoboForm Password Manager extension in case you use this software.

The behavior described by you is by design in Chrome and Firefox.
A user can disable RoboForm extension to enable the built-in password manager in the browser.
The user is intended to use either at a time, not both.
