Unable to send articles from web to contacts

To send an article I go to File-email link then Outlook page shows very briefly then it sends me to a screen MAIL then it shows ADD YOUR EMAIL ACCOUNT then I go to VIEW ALL SETTINGS. I then click on OUTLOOK. It asks me to fill spaces for my email address and my password (I type my OUTLOOK-MICROSOFT but still doesn’t send me to screen to write the contact (s) name (s). It does not allow me to connect. This is happening in my PC with Windows 8.1. Please help me.
