So would be more than interesting to know what you are using to send email and or website and are you having this issue in any other program on the net or your system ?

It is Cyrillic it can happen when system fonts get corrupted or program fonts or registry issues. There is all so virus.

At this time you can check for virus/malware but need more info please.

This usually means that an Unicode character is shown as its combining characters and not as the real character.

  • � = FFFD (REPLACEMENT CHARACTER)

You can check the Text Encoding (View -> Text Encoding) to make sure that Unicode is selected and not an 8-bit Windows or Western encoding.
