macos menu bar covers tabs in fullscreen

When full-screening Firefox Quantum in macos (tested on High Sierra but likely is agnostic to version) pointing too high on the screen causes the menu bar to drop down covering the tabs and making them unuseable.

In Chrome the tabs are shifted down to maintain useability in this case and this is extremely useful, are there any settings that can mimic this behavior? as it occurs very often to me while trying to select tabs.
