FIPS no longer works in Firefox 57.

While trying to set up FIPS security for Firefox 57 I get a message saying it is unable to change the security mode and that I need to restart Firefox and try again. Restarting Firefox does not solve the issue.

FIPS was previously set up for 56 and it seems like something went wrong with the update.

Setting a master password still works.
