Disabel on screen keyboard popup when page is loaded first time

Keyboard pops up when a page is loaded that has an text input box. Previous suggestions are to disable osk totally as setting ui.osk.enabled to false. This does not work. Note this is for a tablet without physical keyboard, osk has to be enabled. And yes website sets focus to input field.
