While trying to install it goes till 98% and then the Installation wizard doesn't appear. machine is windows 8. Antivirus etc is off

I have downloaded the executable. I click on run. The percentage goes till 98% and i am expecting the Installation wizard pop up however it doesn't appear. Nothing happens after this. I have stopped the Antivirus and also the windows defender etc. Still facing issue while intalling not sure. also tried different version of mozilla like the old one 47.0.1

Start your Computer in safe mode. Then install Firefox. Is the problem still there?
