cannot access "Clear history" (under Tools)

I get into Tools & then see the option to "Clear history" but that disappears before I can click it. EVen the shortcut (Ctrl + Shift + Delete doesn't work)

Clear history of what exactly? There is no browsing history as such, clearing cookies and cache is not a good idea on a regular basis, especially if you have IMAP accounts or use oAuth2.0 to authorize your sign-ons.
