Sounds like you have picked up some type of malware. If you do not already have the free version of Malwarebytes then my suggestion would be to download it and run a scan of your computer with it. It takes about 20 minutes to scan but if you have any malware it will find it and quarantine it. You will also be given an option to delete from your computer what it finds. One word of caution is to make sure that whatever it finds as malware is not something that Windows or some program requires to run. I look up each thing that it finds on the web to be safe. Below is a snapshot of my settings ----> detection and protection. I run Malwarebytes weekly or anytime I feel I need to.

If you get a pop-up message asking to update Firefox or plugins or scanning for malware then such a message is likely a scam and you should NEVER respond to such an alert to avoid getting infected with malware.
- only update Firefox via "Help > About" or by downloading and installing Firefox from the Mozilla server and never via a pop-up or link on a web page.
- plugins should only be updated via the plugin itself or by visiting the home page of the plugin.

I did run MalwareBytes, and did not find anything. I do close the page that opens and do start Firefox again. Norton has been blocking it, and I do not allow for any installations to perform automatically. I try using only the product page. It seems that there was something in the 52.1.1esr upgrade so I went back to 52.0 to resolve it. Now I have the 53.0.2 version running, maybe I'll have to step back to the 52.0 version. The unfortunate part is that this is a known problem, so you would think there would be a solution from Firefox.

The URLs being used change quite often and it's hard for Mozilla to pinpoint a single URL since many are being created and blocking individual URLs such as the one above and other is very irritating and time consuming work. The best thing to do to avoid these pop-ups is run an adblocker. uBlock Origin is recommended around here, and get a decent antivirus, not Norton. Bleh. I use ESET NOD32 (actually I use Defender....seems like I uninstalled it) and I've never had a pop-up like that occur on my Windows 10 install. It blows my mind how many users get confronted by that page.
You may have ad/mal-ware. Further information can be found in this article; https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-caused-malware?cache=no
Run most or all of the listed malware scanners. Each works differently. If one program misses something, another may pick it up.
