web administrator to secure connection

I would like to report a problem with logging into an account I have. The message reads "This connection is not secure, logins entered here could be compromised". An icon shows red with a pad lock. I believe I should report this to the "web administrator" to make the connection secure. Would this be the correct place to report this issue and secure it? If not can one direct me to where I can report this? Thank you, Kit73
