Why is scrolling so terrible in Ubuntu 14?

Scrolling is slow and jerky using Firefox 42.0 with Ubuntu14. Other browsers I use don't have this problem, but I (would) like Firefox best.

I am experiencing this problem on a laptop (no mousewheel). I didn't see anything that related to Ubuntu or any Linux distribution, just Windows.
