The DRM plugins keep uninstalling following a reboot from a fresh browser install.

When I do a fresh install, and then run updates they appear and work for the session. After shutting down the computer and coming back to it the next day, Widevine and openH264 plugins are not shown in either of the plugins sections.

Though they remain in the user profile and play DRM is ticked in preferences.

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.
