Can't add exception for SSL certificate when HSTS is enabled

Hello.

I have all root CAs disabled in FireFox (for reasons beyond this discussion) and yet I can't add exception for SSL certificate when remove server requires HSTS. Removing SiteSecurityServiceState.txt doesn't help. Adding exceptions manually via Preferences -> Advanced -> View Certificates -> Servers -> Add Exception… doesn't help either. Google.com still shows «Your connection is not secure» page without any way to add exception or to admit existing. Is there a configuration setting of maybe an add-on to address this?
