Can't change language

I added a language in the content->Languages screen. I want to delete it but I can't. I've tried 20 times over the last week. It deletes after I click remove. But it magically reappears within a short time. No matter how many times I delete it, it always reverts back. Flushing cookies, etc. makes no difference.
