New Tab stays open after clicking a download link.

On quite a few workstations at the office, about a month and a half ago, maybe 2, we have encountered strange behavior on Firefox, probably after an update? When we click on a file download link, the new tab pops open, then the download prompt. New tab never closes. The normal behavior is the new tab opens, then closes, then the download prompt appears.

Using the Refresh firefox function resolves the issue, but the issue comes back after a day or two at most. (Could be sooner, but end users just report to me a day or two later "It's happening again")
