When opening new private window - started opening all non private windows I am in, again.

I was able to use Private Browsing feature and it would open a single new window. Now, I believe, after changing my settings to Never Remember Browsing History whenever I try to open the New Private Browsing Window- it duplicates all my open tabs. Anyone run into this issue before?
