FileZilla is timing out. Can't open file manager to change to "active." Receiving end said it is not their firewall. Any help?

FileZilla is timing out. Cannot open File Manager to change to active from passive status for FTP connection. There was no FileZilla option in the listings so I hope someone can help. Checked with other end and it is not their firewall. It worked a month ago when I sent pages up.

Here is what I see.

Status: Connection established, waiting for welcome message... Status: Initializing TLS... Status: Verifying certificate... Status: TLS connection established. Status: Logged in Status: Retrieving directory listing...

Then:

Response: 200 TYPE is now 8-bit binary Command: PASV Response: 227 Entering Passive Mode (45,79,86,106,139,42) Command: MLSD Error: Connection timed out after 20 seconds of inactivity Error: Failed to retrieve directory listing
