Recurring scrolling issues

I'm at the end of my rope with the scrolling issues. It works fine for awhile, then suddenly, the scroll won't stick. When I stop scrolling, the screen jump backward a few lines. It takes forever to get through an entire page.

What I've tried: Changing mouse battery Cleaning the mouse Safe Mode -- same problem, so probably not an add-on Turned off auto-scrolling - no help, so turned it back on Smooth scrolling is enabled

Do I need to just get a smooth scrolling add-on and turn smooth scrolling off completely? Please help me. I do online research for a living, so I have to be able to go as quickly as possible.
