In clear all history I unchecked "form and search history" and now I cannot check it to clear this choice --grayed out

I went to clear my history "all history" and then decided to keep my "form & search history" for the moment, assuming I could go back and clear it later.

I went back to clear it later and that is now grayed out and I cannot clear my search history. I just don't want my search history kept, let alone form data that may have sensitive information in it in the future or even now.

How do I enable or un-gray out the choice to clear my "form & search" history? I am not using private pages, I am using windows 10 FF 44. FF is allowed to keep my history, meaning I did not customize to not keep it. So, I don't think I have done anything wrong. This choice should not be permanent how do I fix it?
