My "Always ask me where to save files" does NOT ask me.

I'm a LONG time user of Firefox and prefer it to other browsers, but sometimes it just acts weird. Like now, after the most recent update, whenever I click a download it automatically puts the file in the Downloads folder. I changed the "Always ask me where to save files", but it ignores that every time. Additionally, it used to ask me when I downloaded pdf files if I wanted to open them in Adobe Reader or save them. (And, yes, I set me default pdf viewer to Adobe in FF.)

It's really nerve wracking to have to move every single download out of the download folder to one of many others I want them to go into.
