How can I add up and down arrow buttons to my scroll bar?

Is it possible to add up and down arrow buttons to the scroll bar? All other browsers have this feature and I do not like the add-ons which try to work around Firefox omitting them.

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac Options)

Is this the issue with the Gnome desktop/Gtk hiding the scroll bar "steppers" across applications? In that case, if you do not want to change your theme, perhaps a little theme hacking will take care of it. For example, see: [lubuntu] How do I get up/down scrollbar buttons in Lubuntu?
