When someone asks for your laptop for few seconds and you find that nearly hundred of your tabs are accidentally closed. I know one should logout and similar things.

I am interested in knowing, is there option or setting, where me or someone else is not able to close all the tabs, if they need to, they need to put extra effort to go to settings and the browser doesn't ask or let you close all tabs at once.

There may be extensions that allow you to do this, but unfortunately it is part of the risk of handing your computer to someone else (the computer doesn't know someone else is using it). You can work around it by creating a different user account on the computer, and just switching to that user account when someone else uses your computer, leaving your user account untouched.
