How can I stop 38.0.5 from repeatedly reinstalling and wiping my preferences?

I get everything set like I like it. Surf where and when. Close it down, and then 2 out of 3 times when I reopen FF I get the same 3 welcome to new FF screens and all preferences are back to basic standard. Is this because I refused to sign up for FF cloud? Can anyone fix this version of FF?

That's definitely not normal. Could you go through the following article, and pay special attention to the user.js section, since your "More System Details" shows there is a user.js file in your settings folder:*

Also, there are some utility/security programs that will undo your browser settings changes between sessions. One of these is Advanced SystemCare, and there are others with similar browser protection/home page protection features with this annoying behavior.

Separately, do you notice an Old Firefox Data folder on your desktop? This folder is created when the Refresh feature runs. If it is filling up with semi-randomly-named settings folder, your Firefox may (for unknown reasons) be resetting itself over and over.

* Note: By default, Windows hides the .js extension. To ensure that you find the user.js file, you may want to turn off that feature. This article has the steps: http://windows.microsoft.com/en-us/windows/show-hide-file-name-extensions
