What do you mean with 'keyboard problem'? Do you mean that no Turkish keyboard is enabled? You can change that by opening Settings > Keyboards > Select Keyboards.

No part of it in Turkish keyboard.

You have to build fxos yourself to add a custom language

I can not do otherwise. My problem was solved.
