I cant view web content if I go anywhere else but my home, error message firewall/proxy

I always use my laptop computer at my home, However on the rare occasion I take it somewhere I am never able to view web content anywhere else i.e. a friends house. I will always get a message about firewall /proxy setting to allow web content. please help

Are you using WiFi or cable? Have you allowed the connection? Has what you are using allowing you to connect?
