Could you check for the following issues:

(1) a user.js file

Firefox allows you or external software to create this file to override your previous session settings. To track down and remove this file, please see this article: How to fix preferences that won't save.

(2) Browser settings lock

Some utility software such as Advanced SystemCare (with its Surfing Protection feature) will protect you from unwanted settings changes by overriding ALL changes. You need to disable this feature, at least temporarily, in order to keep your changes.
