Reordered troubleshooting steps

    Restarting in Safe Mode to disable all extensions and turn off hardware acceleration is a more basic troubleshooting step than updating plugins.

    I made a new revision to change Safe Mode to step 3. I combined updating plugins with troubleshooting plugins under step 4.

    I like this change. Certainly safe mode is more often used than the step of updating all of your plugins. I think we usually know about the big plugin issues. It's the 8 zillion extension issues that result in problems not easily traced to a particular one.
