[fx65] Settings to allow or block cookies moved to Content Blocking

    Settings to allow or block cookies moved to Content Blocking in Firefox 65. Users can now block third-party cookies in Strict mode or they can choose which types of cookies to block in Custom mode. Screenshots:

    We should change the instructions for fx65 to have users confirm that Content Blocking is set to "standard" or, if using Custom settings, that the check box to block Cookies is NOT selected.

    I made an interim edit to update the article with a new screenshot for fx61/62 and a new screenshot/changed instructions for fx63. (I also removed Plugins info from the section on extensions.)

    We still need to update the article for Firefox 65. For fx65, the Cookies and Site Data section looks like this: Image:Fx65CookiesAndSiteData
