P.S. I don't know if this change will be carried over to Firefox 66 release so I won't update the article until I can find out more.

I checked today and the Standard setting change is no longer shown in the latest Firefox 66 Beta.

Right now, network.cookie.cookiebehavior is set to 4 for early beta and nightly: https://searchfox.org/mozilla-central/rev/e00ea598e52bbb35f8c45abf9c2eade17962bb5e/browser/app/profile/firefox.js#1537 A value of 4 means that third party tracking cookies are blocked. The pref is set to 0 in release, which means no cookies are blocked.
This bug is to change the pref for Firefox 66 so that it is set to 4 by default in release and late betas, in addition to early beta and nightly.
Based on the above I removed the "Needs change" entry.
