We should add Windows 10 information. I don't have win10 but I found the following:

http://windows.microsoft.com/en-us/windows-10/where-is-action-center-in-windows-10-1 (Quote) In Windows 10, the new action center is where you'll find app notifications and quick actions. But the old action center is still here—it's been renamed Security and Maintenance. And it's still where you go to change your security settings.

In Windows 10 the Action Center has been renamed to Security and Maintenance. Despite the change of name, the functionality has not changed from the functionality of the Action Center in Windows 8.
