[Fx53] Network tab: new "Site Data" section (bug 1313003)

    The Network tab will include a new "Site Data" section in Firefox 53. I set up a "Needs change" entry.

    This patch adds the "Site Data" section into about:preferences > Advanced > Network [1].

    - Align the pref "browser.storageManager.enabled" with the pref "dom.storageManager.enabled". More convenient when searching about:config.

    - The "Learn more" link will be added in the bug 1313602

    - The "Clear All Data" button will be added in the bug 1312361.

    - The "Settings" button will be added in the bug 1312372

    - The SiteDataManageer.jsm is created because many functions are going to be shared with the Settings subdialog later.

    I don't see a new Site Data section, even though the new article Manage local site storage settings includes these instructions: <snip> Click Advanced on the left panel. In the Network Tab under Site Data, click Settings to change your site storage API settings. You can also clear all the saved data by clicking "Clear all Data.”

    I figured it out after doing a search and finding this gHacks article: https://www.ghacks.net/2017/04/30/firefox-53-ghacks-user-js-changes/

    The Site Data section only appears when I set the preference browser.storageManager.enabled to "true" in about:config as shown in this screenshot: https://support.mozilla.org/en-US/gallery/image/27642

    I'm guessing that this is set when a user enables it after visiting a web page that asks for permission so there's no need IMO to update this article for fx53.
