Stuck on Mozola 3.6.8 can't upgrade to any currently trying 4.0.(4) get error 'must restart computer to install previous verison' please help.

Currently running Mozilla 3.6.8 and have been unable to install any updated versions. Getting error message 'need to restart computer to install an earlier version'. Restart, shut down does nothing for the issue. Now all the way up to 4.0.(4) and getting the same error message. Down load works fine, then will not install. Tried shut down of firewall and no go.
