I have tried to download the new version and the computer wants me to just save it instead of running it

Just click on "Save" and after the exe file downloads, click on that and you'll see the "Run" option.

How about just downloading the Firefox setup file first and then run then setup when the download is finished?
This is not related to your question, but you may have issues with sites not recognizing the version of Firefox installed since something has modified your user agent string (identifies the version of Firefox).
You should reset your user agent string as shown here - https://support.mozilla.com/kb/Websites+or+add-ons+incorrectly+report+incompatible+browser
