Can App tabs be prevented from appearing as normal tabs at startup?

I like the App tabs, but when I start Firefox again, all my App tabs open as normal tabs as well. I had closed all of them before closing/restarting Firefox, which is set up to "Show my windows and tabs from last time," so I don't expect them to appear unless I manually go there and click on the App tab icon.

This behavior is a bit contradictory with the help page on App tabs which says "open as App Tabs", not "open as normal tabs:" "All of the App Tabs you have set when you close Firefox will open as App Tabs when you start Firefox again"
