keep getting request for a primary password but can find the link to create login and passords
Unable to access the login and primary password link. this doesn't show up on my accounts page. My accounts page does not "privacy & security" option. The lack of a primary password is blocking me from getting some online personal info I need.

The section to create a primary password is in Settings on the Privacy & Security page.

Make sure that you do not confuse the Primary Password and the password for the Firefox Sync Account.
The Primary Password is only used locally to encrypt the logins stored in the profile folder and is never part of Sync and each device can have its own PP apart from mobile devices that use OS authentication or biometrics like face/finger.
In case of issues, try to login to the Firefox Account via this website.
