Saved devices, logins, etc.
Since the last Firefox update, my logins are no longer saved from one session to the next...and neither are my devices, even when I specifically give the site permission to save the current device. I have to log in to most sites (email, bill pay, etc.) every single time, and in most cases the site insists on sending me a text or an email to verify it's me. This is entirely new behavior since the last update, and I can't figure out how to get around it. Suggestions??

This isn't a firefox issue but site issue. Sites now use such verification to verify your whom you say you are when you log in. This behavior is what sits are doing now and you can't bypass such security measures. So this is out of the hand of Firefox and you should contact those site support about who they are implementing login access verification.
Funny, then, that they all started doing it IMMEDIATELY after the last update. And even on the sites which offer a "save this device" option, I still have to go through the whole process all over again when I return to the site. Sorry, not buying that explanation.
That's unfortunately not the case for you here. This is most likely there already and showsup because of those sites requirements. So you should contact those sites. Firefox has no control how those sites control access to their site or login verifications.

Detail like websites remembering you and log you in automatically is stored in cookies, so make sure you aren't clearing important cookies.
You can use these steps to make a website recognize and remember you.
- create a cookie allow exception with the proper protocol (https:// or http://) to make a website remember you
You can check that you aren't clearing important cookies.
- using "Delete cookies and site data when Firefox is closed" to clear cookies keeps cookies with an allow exception
in 102+ version toggling this setting makes changes to the "Clear history when Firefox closes" settings and those settings prevail - using "Clear history when Firefox closes" in Firefox 102+ honors exceptions and keeps cookies with an allow exception, previous versions removed all cookies
Make sure to keep the "Site settings".
- clearing "Site settings" clears exceptions for cookies, images, pop-up windows, and software installation and exceptions for passwords and other website specific data
- Settings -> Privacy & Security

Firefox will: "Use custom settings for history":
