Can't modify or save new bookmarks, how do I fix this?

I've tried the troubleshooter, I've uninstalled & reinstalled, and verify integrity have all failed. Saving a new bookmark is grayed out. Not really sure what to do at this point.

NVM was able to find the places file and deleted it. Seems to be working fine now.
