drag and drop multiple shortcuts is minus 1 shortcut

As of late I have noticed if I drag and drop any shortcuts it always does so minus 1 shortut. If I drag 10, only 9 open in tabs as an example. Does not matter if 2 or 30 are tried. Win 7 Pro system. My FF is up to date and current. Has anyone else seen this or able to reproduce it?
