uninstall Firefox. Then Delete the Mozilla Firefox Folders in C:\Program Files , C:\Program Files(x86) & C:\ProgramData Then restart system. Then run Windows Disk Cleanup. Command Prompt run as admin did not perform this: DISM.exe /Online /Cleanup-image /Restorehealth

So I skipped that step and went straight to: sfc /scannow

Try to run sfc.exe as administrator to be able to repair protected files stored in a directory where you do not have write access as a normal user.

This means that the file is locked and can't be accessed. This can be done by your security software. The way to proceed is to delete all places.sqlite files (or move the files to a safe location) with Firefox closed like I wrote above in the second part.

In about:profiles I see Open Folder under: Root directory and Local Directory Which one should I click Open Folder to delete all mention of places.sqlite?

You need to got to the root directory location in a AppData\Roaming where the main profile folder is located. The other location in AppData\Local is used for the disk cache (about:cache) and other non persistent data like new tab thumbnails and safe browsing data.

Do you have backups in the bookmarkbackups folder if you check this in the Bookmarks Manager (Library)?

places.sqlite-shm and places.sqlite-wal are temp files and should be gone if you close Firefox. If they are still present when Firefox is closed then you can remove them as well. You can't open SQLite files in notepad or in another text editor, only a dedicated SQLite Manager application could open such a database for inspection. You can remove places.sqlite from the profile folder and keep a copy in a safe place for now in case you need to revert.

Maybe just move the places.sqlite file to another location for now, then you still have a copy.
