Closed tabs reopen on restart

When I quit Firefox and start it up later, it opens all my previously-open tabs. This is what I want.

What I don't want, is Firefox re-opening tabs I had closed anywhere from 8 hours to 10 minutes before quitting Firefox. I've tried restarting in safe mode, and even going so far as to remove all add-ons, which does not fix the problem.

My last guess would be sync, but I've tried disabling tab sync and it still happens. I'm completely out of ideas.

To add more information: This happens on both Linux Mint and Windows 10.

Also it seems to be semi-random. Usually it's the most recently-closed tabs, but sometimes it seems to pick randomly from the last 10 or so.

Installing Tree Style Tab seems to expose what's going on: When I close a tab, it doesn't actually close, just appears to have closed. The tab disappears and I can't switch to it, but it's still there.
