I often pause downloads and this past week, when I restart the list is blank. Even though .part file exists the download must start from the beginning.

Tools > Options > Privacy > History: "Remember download history"

Make sure that you do not use Delete browsing, search and download history on Firefox to clear the "Download History"

textI have started using ADVANCED SYSTEM CARE and it has two places to uncheck to stop the PRIVACY SWEEP.

This resolved the issue
